The environmental impact assessment (EIA)

The planned investment, pursuant to Article 2(1)(1a) and (33) of the Regulation of the Council of Ministers of 9 November 2010 on projects which may significantly affect the environment (Journal of Laws of 2016, item 71 - uniform text), belongs to the projects which may always significantly affect the environment.

  •  installations for the manufacture of substances by chemical processes for the manufacture of basic or intermediate products of organic chemistry,
     
  •  ports or inland waterways used to navigate vessels with a deadweight of more than 1 350 tonnes

On 31 January 2017, the report on the environmental impact for the project " Construction of the Polymer Police Complex, consisting of the PDH installation, PP installation, PP logistics infrastructure, auxiliary installations and inter-building connections as well as the transhipment and storage terminal" was submitted to the Regional Directorate for Environmental Protection in Szczecin.

On 8 September 2017. The Regional Director for Environmental Protection in Szczecin issued a decision on environmental conditions for the project entitled: "Construction of propylene production facilities including a transhipment and storage terminal and technical infrastructure".

At the end of 2017 it was decided to extend the scope of the planned investment to include the installation of PP for the production of polypropylene together with the logistics infrastructure of PP. Therefore, it was necessary to carry out a new environmental impact assessment of the updated project.

In order to obtain the change of the decision on environmental conditions no. 30/2017, an updated Environmental Impact Report for the project was prepared: "Construction of Police Polymer Complex, consisting of PDH installation, PP installation, PP logistics infrastructure, auxiliary installations and inter-building connections, as well as a reloading and storage terminal. The report together with the application for the change of the environmental decision was submitted to the Regional Directorate for Environmental Protection in Szczecin on 31.07.2018.

After the second environmental impact assessment procedure for the increased scope of investment, the Regional Directorate for Environmental Protection issued on 31 January 2019 a revised decision on environmental conditions for the extended project entitled "Construction of the Polimery Police Complex consisting of PDH installation, PP installation, PP logistics infrastructure, auxiliary installations and inter-facility connections and a transshipment and storage terminal" (the environmental decision became definitive on 4 March 2019). 

In accordance with the provisions of the decision on environmental conditions, the documentation prepared as part of the environmental impact assessment made it possible to sufficiently assess the impact on the environment. The technical and technological solutions presented in the environmental impact assessment report and the conditions for the execution of the investment protect the environment against negative impacts from the project.

Additionally, Grupa Azoty Polyolefins S.A. as part of the Project entitled "Construction of the Polimery Police complex, consisting of the PDH installation, PP installation, PP logistics infrastructure, auxiliary installations and inter-site connections, and a transshipment and storage terminal" received on August 13, 2020 a decision on environmental conditions for the project entitled "Construction of a complex of office and workshop buildings on 3C site" issued by the Regional Director for Environmental Protection in Szczecin, who stated that there was no need to conduct an environmental impact assessment and issued an environmental decision on the basis of the Project Information Sheet.
